The Beijing Municipal Drug Administration answers questions regarding the filing of children's cosmetics

The Beijing Municipal Drug Administration has released the "Q&A on Common Questions regarding the Filing of Ordinary Cosmetics (Issue 31)", providing answers to a series of questions related to the filing of children's cosmetics. It is mentioned that for children's cosmetics that claim to be used for makeup removal and beauty care, the application scenarios should be clearly defined and warning phrases such as "Please wash in time" and "If you feel unwell, stop using immediately" should be marked. Regarding the toxicological test reports of children's cosmetics: The acute eye irritation/corrosiveness test results of children's cosmetics should be non-irritating or slightly irritating. Only when the test result is non-irritating can the tear-free formula be claimed.

The National Medical Products Administration has announced four typical cases of cosmetics

On April 2nd, the official website of the National Medical Products Administration released a notice, disclosing information on four typical cases of cosmetics, covering situations such as the production and sale of counterfeit cosmetics, the use of prohibited raw materials to produce cosmetics, failure to organize the production of cosmetics in accordance with the requirements of production quality management norms, and providing false materials when filing cosmetics. The National Medical Products Administration stated that departments responsible for drug supervision and administration at all levels have thoroughly implemented the decisions and plans of the Central Committee of the Communist Party of China and The State Council on strengthening drug safety, steadily advanced the action to consolidate and enhance drug safety, continuously strengthened the supervision of cosmetics, and effectively ensured the safety of public cosmetics use.

Cosmetics retail sales rose by 3.4% year-on-year from January to March

On April 16th, the National Bureau of Statistics released the data on the retail sales of consumer goods for March 2024. In March, the total retail sales of consumer goods reached 3,902 billion yuan, increasing by 3.1% year-on-year. From January to March, the total retail sales of consumer goods reached 12,032.7 billion yuan, increasing by 4.7% year-on-year. In terms of cosmetics-related data, the total retail sales of cosmetics in March 2024 reached 41.1 billion yuan, representing a year-on-year growth of 2.2%. From January to March, the total retail sales of cosmetics reached 108.6 billion yuan, increasing by 3.4% year-on-year.

The National Institutes for Food and Drug Control has released a draft for soliciting cosmetic raw materials

On April 3rd, the National Institutes for Food and Drug Control issued a notice soliciting public opinions on the "Guidelines for the Use of Cosmetic Raw Material Data". The notice indicates that in order to standardize the conduct of cosmetic safety assessment work and promote the orderly implementation of the cosmetic safety assessment system, in accordance with the requirements of relevant laws, regulations and normative documents such as the "Regulations on the Supervision and Administration of Cosmetics" and the "Measures for the Administration of Cosmetic Registration and Filing", the National Institutes for Food and Drug Control has drafted the "Guidelines for the Use of Cosmetic Raw Material Data (Draft for Comment)" and the drafting explanation. We are now soliciting public opinions. The deadline for soliciting opinions is April 10th.

The National Medical Products Administration reminds children to use sunscreen spray with caution

On April 15th, the National Medical Products Administration issued a popular science reminder on the safe use of sunscreen "spray", providing guidance on the safety risks and usage methods of sunscreen "spray". The National Medical Products Administration stated that the common sunscreen "spray" cosmetics on the market can be divided into two types: spray type and aerosol type, and the difference lies in whether they contain propellants. The National Medical Products Administration also pointed out that if sunscreen "spray" cosmetics are not used properly, there is a risk of inhalation and flammability and explosiveness. In addition, the National Medical Products Administration does not recommend that children use sunscreen "spray" cosmetics, especially young children and those with allergic constitutions. It also reminds parents to keep such cosmetics out of the reach of children.

The safety assessment of the complete version of cosmetics will be postponed

On April 22, the official website of the National Medical Products Administration (NMPA) released an announcement stating that in order to further optimize the management of cosmetic safety assessment and orderly promote the implementation of the cosmetic safety assessment system, the NMPA has formulated and issued the "Several Measures for Optimizing the Management of Cosmetic Safety Assessment" in accordance with relevant regulatory requirements, which will come into effect on May 1, 2024. The announcement emphasizes that before May 1, 2025, cosmetic registrants and filers can still submit simplified safety assessment reports that meet the requirements when applying for registration or filing.

New regulations for the Douyin platform have been introduced

Douyin has released the "Special Governance Announcement on Small Samples of RePackaged Cosmetics". The announcement pointed out that in accordance with relevant laws and regulations, cosmetic operators are not allowed to prepare cosmetics by themselves, and the platform rules also explicitly prohibit the sale of "repackaged cosmetics". Although all major platforms have explicitly prohibited it, the business of personal repackaging of cosmetics is still very prosperous. This kind of personal repackaged cosmetics that seem to allow consumers to "try out big brands" actually poses significant safety risks and is prone to secondary pollution, making many consumers worry about purchasing counterfeit goods.
